In the current financial year, the federal government had allocated Rs 477 billion for the salaries of government employees, who were suffering and finding it hard to make the ends meet disregard for allowances.
An additional of Rs 52 billion in the salaries applies exclusively to the Secretariat employees from grade 1 to 19 whose salaries are going to be increased by 25 percent. Notably, the secretariat workers do not receive any additional allowances besides pay.
In an interview with News360, the government employees quoted that Secretariat employees were suffering more and constantly ignored in every budget.
Despite holding the same grade, there is a huge difference between the lifestyle of government employees and secretariat employees.
For instance, if the salary of a Grade-16 employee of the Secretariat is Rs. 35,000, the salary in other privileged institutions including the National Accountability Bureau (NAB), Federal Investigation Agency (FIA), and Federal Board of Revenue (FBR) of the same grade employee sums up to Rs 60,000 as they get huge allowances.
One of the government employees told News 360 that sometimes, they couldn’t meet the basic needs of their families because they are serving as a ‘servant’ with limited salary and no additional allowances.
The decision of the federal government to increase in pay of civil servants will not apply to 18 departments as the workers receive allowances equal to their salaries.

These departments include employees of the President House, Prime Minister Secretariat, Senate, and National Assembly.
Similarly, salaries of civil servants of the Federal Board of Revenue (FBR), Department of Health, National Institute of Accountability, NAB, High Court, and Islamabad Police will not be raised as well.
Moreover, the wages of employees of the Motorway Police, Airport Security Force (ASF), Intelligence Bureau (IB), FIA, Law and Justice Commission, Inter-Services Intelligence (ISI), Islamabad Traffic Police (ITP), and Parliamentary Affairs Division will also remain unchanged.
