New Milestone For PTI as NA Passed 10 Bills in a Single Day

Out of the 40 bills introduced in the tenure of two years, only 21 were passed by both houses of parliament and sent to the presidency

A few days before presenting budget 2021-22, the ruling government has set a new record after National Assembly (NA) passed 10 bills in a day. 

NA session was chaired by Deputy Speaker Qasim Khan Suri.

During the first year, the incumbent government had passed only 10 bills in the assembly while 31 ordinances were issued last year.

Interestingly, out of the 40 bills introduced in the tenure of two years, only 21 were passed by both houses of parliament and sent to the presidency for ratification.

Approval of 10 bills in the lower house

With a majority vote, the National Assembly passed 10 bills including University of Islamabad Bill 2020, the Privatisation Commission (Amendment) Bill 2020, Enforcement of Women’s Property Rights (Amendment) Bill 2020, Loans for Agricultural, Commercial and Industrial Purposes (Amendment) Bill 2019 and Global Change Impact Studies Centre (Amendment) Bill 2020.

Moreover, National College of Arts Institute Bill 2020, Protection of Communal Properties of Minorities (Amendment) Bill 2020, Islamabad Capital Territory Charities Registration, Regulation, and Facilitation Bill 2020, National Vocational and Technical Training Commission (Amendment) Bill 2021 and Hyderabad Institute for Technical and Management Sciences Bill 2021.

Government successful in meeting quorum

Despite the opposition indicated quorum twice, the legislative process continued as the government succeeded in meeting it both times.

Further, Parliamentary Affairs Adviser Babar Awan presented the Elections Second Amendment Ordinance before the lower house.

NA passed Parental Protection Ordinance 2021, Criminal Laws Amendment Bill 2021, Islamabad Healthcare Facilities Management Authority Establishment Bill 2021 and The University of Islamabad Establishment Bill.

The house also passed an amendment bill for protection of properties.

NA Passed 10 Bills Single Day

The Enforcement of Women’s Property Rights (Amendment) Bill, 2020 “provides for the protection of rights of ownership and possession of properties owned by woman ensuring that such rights are not violated utilizing harassment, coercion, force or fraud”.

Although the primary function of the Senate and the National Assembly is to legislate, many political analysts assume that the ruling government resorted to the promulgation of ordinances due to the absence of its majority in the Senate.

Approval of 10 bills in first year and 30 in second

The annual analytical report of PILDAT shows that the lower house remained unresponsive on PTI’s 7 ordinances in the first year and 31 in the second year.

The tide turned this year as NA has passed 10 bills only in a day to dispel the impression of parliament’s ignorance.
