President sends Supreme Court Practice and Procedure Bill 2023 back to Parliament

Dr. Arif Alvi has given his submissions to government along with returned bill, saying that constitutional provisions cannot be amended through a general legislation

President Dr. Arif Alvi has sent the Supreme Court Practice and Procedure Bill 2023 back to government, this bill was approved by National Assembly and then approved by Senate.

According to details, after approval of Senate, Judicial Reform Bill was sent to President Dr. Arif for approval. The President of State has said in his remarks that this bill is beyond powers of Parliament.

President has referred Supreme Court Practice and Procedure Bill 2023 to the government for review under Article 75 of Constitution.

President has said that this bill can be challenged in court on the basis of artificial and insufficient arguments. He has said that I think this bill must be sent back for revision.

Dr. Arif Alvi has said that the Constitution grants the Supreme Court appeals, advisory, and review powers. Article 184(3) of the proposed Bill deals with preliminary jurisdiction of the court. And the purpose of the proposed Bill is to provide the procedure for exercising preliminary hearings and appeals.

The President has said that the Constitution is the supreme law, which is the father of laws. He wrote that Article 191 empowers the Supreme Court to make rules to regulate judicial proceedings and procedures.
