Shady Deployment in KMC Raises Doubts on ADP Funds

A shady deployment in the Karachi Metropolitan Corporation (KMC) has put transparent disbursement of funds worth millions of rupees under the Annual Development Program (ADP) under a cloud.

News360 has learned that two officials are deployed on the same post of basic pay scale (BPS) 20 in KMC.

According to a notification by Sindh Chief Secretary, Council Unified Grade Services (SCUG) BPS 20 official Iftikhar Ahmed was appointed as the KMC Director General (DG) Technical Services. 

However, after the ad-hoc KMC Administrator Laeeq Ahmed took over, he appointed Shabi-ul-Hasnain on the same post.

Sources told that after the disbursement of funds worth Rs 750 million under the Annual Development Program (ADP) to KMC, the placement of the official has raised suspicion. 

Besides shady deployment, the KMC administrator delegated drawing and disbursing officer (DDO) powers to Hasnain through which the contractors could be paid from ADP funds.

The powers originally reside with the KMC DG Technical Services Iftikhar Ahmed by virtue of his post.

However, after the errant deployment, the disbursement of ADP funds is under a cloud.

Sources said that KMC Administrator Laeeq Ahmed had also written a letter to Sindh Accountant General (AG) in which he endorsed DDO powers with Hasnain. 

Interestingly, AG Sindh started releasing funds to the contractors on the signatures of the DG technical services appointed by the ad-hoc official.

In response, SCUG official Iftikhar Ahmed has written a letter to the AG Sindh, noting that DDO powers did not reside with Shabi-ul-Hasnain but him.

He has attached the notification of his deployment on the post issued by the Sindh government along with repatriation orders of Shabi-ul-Hasnain to his related department in KMC.

It is mentionable that the Sindh Local Government department had also directed Shabi-ul-Hasnain to report to the KMC Katchi Abadi department.

Contrarily, the ad-hoc KMC administrator empowered him to spend development funds.

Sources told KMC senior officials have also termed Hasnain’s deployment as an abuse of power.

It confirmed that the errant official has so far released millions of rupees to the contractors under different projects.

Before this controversy, on the orders of ex-KMC Administrator Iftikhar Shalwani, Shabi-ul-Hasnain has also released millions of rupees to the contractors from the funds of Rs 1 billion released by the federal government.
