Underutilization of ADP Funds Hampered Progress in KP
A fund worth Rs 317.85 billion was allocated for ADP out of which only 75% of the amount was utilized in the past 11 months
With the budget announcement for Khyber Pakhtunkhwa (KP) ahead, it has been revealed that underutilization of the Annual Development Program (ADP) in the fiscal year 2020-2021 (FY21) has hampered several ongoing development projects in the province.
As per details, funds worth Rs 317.85 billion were allocated under ADP in the previous budget of which only 75% of the amount was utilized by the KP government.
The education department of the province made use of Rs 6 billion of earmarked Rs 10.76 billion.

On the other hand, KP’s health sector took advantage of only Rs 7.30 billion of estimated Rs 11.56 billion funds.
Meanwhile, only 71% of the funds earmarked for the tribal districts from provincial revenue were utilized while the excise and relief departments could spend only 1% of their allocated budget.
The budget in the last fiscal year earmarked Rs 49 billion for tribal areas from the funds provided by the center, however, only Rs 19 billion were utilized out of it.
Additionally, the details revealed that more than 7 departments including the Department of Higher Education and the Department of Religious Affairs have availed less than 50% of the funds.
It was also revealed that 3 departments including the Department of Finance and Department of Food spent less than 10% of the provided amount.
Not only this, the Department of Transport made use of only a crumb out of Rs 100 million.
Notably, the budget for KP province will be presented today in the assembly with a total outlay of around Rs 1,000 billion.
It has been revealed that Rs 350 billion would be reserved for ADP in the upcoming budget.
Meanwhile, Rs 150 billion would be set aside for the development budget of the districts and Rs 120 billion for the tribal districts.
Whereas, Rs 89 billion received in foreign aid will also be utilized for different purposes in the impending budget.
The details revealed that 80% of ADP funds to be allocated would be utilized for completing ongoing development projects while 20% of it will be spent on new schemes.
